Syrian Foreign Ministry Reveals Details of Putin–Shaibani Meeting

The Syrian Ministry of Foreign Affairs announced that the meeting between Russian President Vladimir Putin and Syrian Foreign Minister Asaad al-Shibani marked the launch of a new phase of political and military understanding between the two countries, based on respect for Syria’s sovereignty and support for its territorial unity.
In a statement released Thursday, July 31, 2025, the ministry’s Media Department said: “President Putin reaffirmed Russia’s categorical rejection of any Israeli interventions or attempts to partition Syria, and underscored Moscow’s commitment to supporting Syria in reconstruction and the restoration of stability.”
The statement added that Minister Shibani stressed Syria’s commitment to resetting relations with Russia on new foundations that serve the interests of the Syrian people and open the door to a balanced partnership.
The ministry also emphasized that Syria remains committed to protecting all its citizens across their diverse components and to addressing the political and structural legacy of the former regime in a way that serves Syria’s future. According to the statement, “The meeting represents a strong political signal of the start of a path to reestablish Syrian–Russian relations in a way that strengthens regional balance and empowers the Syrian state.”
The ministry further warned against Israeli interventions that could push the country into chaos, affirming that Syria’s doors are open to all parties that respect its sovereignty, unity, and security.
On the sidelines of the visit, Russian Foreign Minister Sergey Lavrov also met with al-Shaibani in Moscow to discuss political and trade relations and the future of Russian military bases in Syria.
At a joint press conference Thursday, Shibani said: “Syria is entering a reconstruction phase and needs all partners, learning from the past to build the future.”
For his part, Lavrov expressed Russia’s support for the Syrian government’s efforts to stabilize the country, including preparations for parliamentary elections, stressing the importance of representing all segments of the Syrian people. This marks Shibani’s first official visit to Russia since the fall of the Assad regime in December 2024.
