Syria’s Permanent Representative to the United Nations, Ibrahim Ulabi, said that respect for states’ sovereignty and territorial integrity is the foundation of the international order, warning that undermining them threatens the frameworks that safeguard peace and stability.

Speaking during a UN Security Council session on Friday, September 11, 2026, Ulabi said Israeli officials had entered Syrian territory two days earlier and climbed to the summit of Mount Hermon, amid the continued presence of Israeli forces and repeated incursions into Syrian territory.

He stressed that international law, the UN Charter, and the 1974 Disengagement Agreement between Syria and Israel are clear on the need to respect Syria’s sovereignty and territorial integrity.

Ulabi said Syria had continued to distance itself from regional escalation, emphasizing that it would not pose a threat to any of its neighbors.

He also highlighted what he described as progress made by the Syrian government in combating terrorism and the production and trafficking of drugs, addressing the chemical weapons issue, building state institutions, facilitating the return of displaced people and refugees, and advancing economic recovery.

Concluding his statement, Ulabi stressed the need to respect Syria’s sovereignty and stability, describing this as being in the interest of the Syrian people, the region, and international peace and security.
